Government Performance Evaluation Innovative Research

Performance measurement of government is to evaluate and ratify the performance reflected by inputs, outputs, and end outcomes in the process of government's management according to the evaluation about management efficiency, service quality, commonality responsibility, public satisfaction degree etc. It can supervise government's action, advance government's performance and improve government's appearance. Started from 1950's, developed in 1960's, mass applied in 1970's, be attached importance to in 1980's, upto evaluation country appeared in 1990's, actually it has be widely applied in government's management by various countries and areas. The gestation, producing and development of performance measurement in the government management is the result of development of public management knowledge, and also the result of development of social and the promotion of government innovation in west countries. As a result of started much later, the performance measurement in our country is still in the exploring phases, and has lots of problems. It is emergent to use advanced experiences of west countries for reference to innovate government performance measurement system of our country.Balanced Scorecard, as a effective performance measurement system and strategic management system, has be welcomed by enterprises. The application of it in government department is still in impoldering state. This article expatiated the feasibility of introducing Balanced Scorecard into government department based on the coherence of value tropism, system current and technic request between both, analyzed the obstacles and brought forward how to ameliorate them, introduced the steps how to introduce Balanced Scorecard into government department and successful case in west country in details.And bring forward tentatively the measurement index for Chinese government by a case research.
