Problems Of Hearing. Price Bargaining

As the founding and development of the market-directed economy, the price hearing policy appeared. But at president, the price hearing policy is just in its early development. There are a lot of problems in it's practice, especially that the consumers are always at the inferior position, they are just the accepter of the price of public utilities. For this question, we explain the price hearing as the bargaining between the companies of public utilities and consumers in this paper. The government is just the referee. By using the bargaining game model and Mancur·Olson's " the logical of collective action", this paper will explain why the consumers are always the accepter of the price, how the price hearing ends with price rising. At last, the paper suggests that if the government and consumers can convert their role in price hearing, the problem will be solved. The government can only be the referee in the price hearing. It can't have any preference. The consumers should intercommunicate, and then they can be organized to take part in the price hearing. The consumers' association should offer a flat roof for consumers to communicate with each other. Besides, it should organize the consumers to take part in the price hearing.
