The construction of effective government is leading the trend of world government administrative revolution at present, the country all over the world has attached more and more importance to the government performance. The government performance management has been put into practice in China since the impletion of the policy of the reforming and opening to the world. But the government performance management in our country is far from mature in contrast to that of the developed country. One of the biggest problem is that the lack of our interest coordination to the interest confliction which will eventually have a bad effect on the result of government performance management. Therefore, this paper believes that, the fundamental reason of the emerging or the interest confliction lies that the unreasonable system arrangement. We must construct a series of institution which match to the performance management in order to solve the problem and realize the coordination of all kinds of interest and eventually impel the development of performance management.The paper includes five parts. The first part introduces the research background, the cause of the title selection and the survey of the related research both at home and abroad. The second part analyzes the theory basement of the interest analysis and the specific expression of interest confliction in the performance management and difficult position that it poses on based on the intension with performance management. The third part points out the basic system obstacle in the performance. The forth part concludes the construction of the rational institution which can coordinate the interest confliction. The last part is the conclusion of this paper.This paper studies the interest confliction of coordination during the course of the performance management from the angle of the system and interest analysis will have great significance to the both theory and practice field. That is, it can enrich the performance theory and also can help to ensure the implementation of performance management and thus improve efficiency of the government.
