HR is becoming the most important strategic assets in the organization, with the coming era of Acknowledge Economy and Information Age. More and more corporations carried out the strategic human resource management (SHRM) to improve the core competence and kept the sustainable competitive advantage of the organization. Many governments are also undertaking the SHRM to enhance the core competency of civil services while reengineering with the ideal of "good governance". Confronting with New Military Revolution, many states and regions reformed the traditional personnel policies to bring into effect the SHRM by learning from the corporations and local governments. Since 2003, CPLA made a decision that implementing the Strategic Talent Project, which is a remark of exerting strategic plan on construction of HR in it At the same time, the present status including the quality and quantity of military manpower lag behind the remand of boosting Military Revolution with china characteristics and accomplishing the dual missions of building mechanization and information of CPLA. So that, how to set up a pattern of SHRM with china military characteristics to align the HR strategy with national defense strategy, is primary purpose in this dissertation through examining modern scientific management theories.The main contents of the study are as follows: The transformation must be taken place, transforming the traditional personnel administration which is suitable for the mechanization warfare in conditions of planned-orientation Economy to strategic military human resources management which is fitted to remand of information warfare in the conditions of marked-orientation economy. By literature review, normative analysis and comparative study, author introduces the Strategic Management Theory, redefines the concept and trait of "military human resource management (SMHRM)", brings forward the concept of "strategic military human resource management" for the first time and analyzes its connotation, characteristics and whole operation process. Author hopes that the theory of "SMHRM" could provide a new perspective of theory and analytic framework in military HRM.
