The civil servant's salary system is a basic problem in the government management. The civil servant's salary system of our country has evolved many times since our country foundation. It has made great progress, especially after the innovation open, but there is still a space for perfection. In this paper, we have studied the actuality of civil servant's salary system of our country based on equity angle. We review some equity theory of salary system, and clear up to scale the civil servant's salary system of our country combined qualitative with quantitative angle. We think that the actuality of civil servant's salary of our country is not optimistic by analysis. As for the outside equity, the civil servant's salary is not equity compared to the velocity of economy increase, the salary level of other vacation, and the income of manpower capital investment. As for the inside equity, there are bad differentiate function among different level salary, irrational salary structure, overabundant allowance, bad welfare effect, and faultiness increase mechanism of salary. In addition, there exist many obstacles to actualizing the personal equity for the economy difference among regions, and the formal performance assess. The reasons for this actuality include three factors: idea factor, technology factor, and mechanism factor. |
