Information Industry Policy Approach

The human society already comes to the information age, the development of modern information technology makes information industry become the main industry of the new century, and all countries of the world realized that the information industry has turned into the main factor of the international competition. The development situation of the information industry has became a standard of the integrate strength of one country. It also represents the potential and competing ability of the country in the future. The development of the information industry has its own rule. If you compare information industry with traditional industries, you will find that the information industry has some characteristics, such as rich content of technology, high exploitation cost, high risk in investment, depending on persons with ability and so on. To make the information industry develop rapidly and stably, we must have information industrial policy and law that is integrated, systemic, efficient and viable. As the amount of monograph about information industrial policy and law is limited now, and most of them is about the information industry policy. Therefore, the author chooses the information industrial policy and law as the research aim, and wishes this disquisition can do some basic researches on information industrial policy and law, and can give some suggestions about the information industry of our country based on the researches on the information industrial policy and law.This disquisition not only pays attention to the domain of law, but also relates to the domains of history and economic. It completes the comparative study by doing lots of research in the three domains. The author not only use some history and logic research methods to review the history of the information policy and law, but also use dialectical materialism methods to be established in the objective fact and look on the question with a developing sight, and accordingly make correct cognition.This disquisition is constituted of six parts, but the preamble and tag only contains some simple mention and summary, in fact the main frame is the content from the first chapter to the fourth chapter. In the first chapter the author introduces the research situation about the information industrial policy and law, then this disquisition introduce some basic knowledge about information industry, such as the birth of the information industry, the connotation and extension of the informationindustry. This disquisition introduces the information industrial policy and law and some related laws on the basis of complete elucidation of information industry, Then in the second chapter this disquisition introduce the history of the information industrial policy and law in America, Japan, Brazil and China, wishing to elucidate the basic theory easily. After this content, there are comparatively researches that contain Chinese part and foreign part. In the foreign part , the author choose three countries which are America, Japan and Brazil to study singly. The author analyzes the develop mode of the information industrial policy and law in the three countries and summarize the specialties, then the author puts them together to research holistically, and analyzes the sameness and difference between the three countries , and find the reason why these sameness and difference come into being. In the Chinese part the author introduces the detailed situation of the Chinese information industry at first, then the author analyzes the chance and challenge that the WTO brings to us and the conjuncture we face to. It is a whole grasp of our information industry. Then the author compares Chinese the information industrial policy and law with the foreign law to find our shortcomings and study foreign advanced experience. At last the author give her own opinion to develop Chinese information industry on the basis of analyzing the shortcomings of our country.The author uses math methods to study when she dose some comparative research between America, Japan and Brazil. This promethean action gives a simple elucidation on the development of the information industry, and has some sense in innovation.
