Image Building, And For The Social Transformation Of Local Government

The good government image is in favor of enhancing the authority of the government, and keeping prosperity and stability; is in favor of carrying out Party policies, and improving the administrative efficiency; is in favor of attracting of foreign investment, and stimulating the local economic growth; in favor of developing local characteristic culture, and pushing for economic growth and social progress; is in favor of meeting the transition needs, realize the government development. With the development of socialistic market economy and the progress of politic democracy, the demands on the government from the public are higher and higher. In recent years, the local governments had made great progress in improving the administrative style, raising the administrative efficiency, developing the system of policy-making and construction of the service oriented government etc. Improve the local government image in many strategy decisions, and reflected the increasing of image consciousness among administrative staffs. In 1997, China set up a project of strategy study in government image, from then on, the local government had attached more importance on the problem of government image. Under the socialism market economy background, and the transforming age background, it has very important meaning to have the research on the local government image.Based in the government transition period, this article traces and explores the source of the thought on government image in china's history. Based on the local governance theory, entrepreneurial government theory and social representation theory, this article gives advices on the local government image construction. Especially the local government image of the large and medium-sized cities came within the range of the author's vision.(For example : the provincial capitals, Municipalities and other large cities) After the analysis on progress and problems of the present local government image , we try to figure out the causes, and the author gives the perspectives of the construction of the contemporary characteristics oriented local government image which is clean and efficient; justice and transparent; innovative and serviced; honesty and responsible; democratic and legal. At the last of this article the author frame the local government image construction system which contains five policy suggestions: the first is arouse the local government image consciousness—ideological guarantee, the second is establishing department which is responsible for the local government image construction—organizational guarantee, the third is building the standardized management on local government image—system guarantee, the fourth is building a contingent of high-standard public servants—human resources guarantee, the last is adopting the science methods in local government construction—measures guarantee.
