The tide of E-Gov has been covered the whole world since 1990s. As the biggest developing country, China takes E-Gov construction as an important mission in the government reformation progress. Before the end of the first decade of 21 century, China has gained great achievements on E-Gov construction. While at the same time, we cannot ignore the kinds of problems during the construction. We invest much but without a satisfied out coming; as a result of leaders' indifference, many constructions have no later maintenance but only previous investing, leading a waste of fund finally; the information of government websites drops behind and cannot be accessed because of weak managements. In order to make E-Gov achieve the expectations and make the most of money, we need E-Gov performance evaluation besides establishment of unified E-Gov construction standard and stronger budget management of funds. E-Gov performance evaluation begins with the establishment of scientific and reasonable evaluation indexes, which also the main point of this paper.This paper firstly expounds the significance and present situation of the E-Gov performance evaluation indexes construction in our country, then discusses the meanings of immission of administrative ecology analysis into the E-Gov performance evaluation indexes construction, then introduces theoretical basis relates to E-Gov performance evaluation indexes construction in this paper, including the new public management theory, administrative ecology theory, comprehensive evaluation theory, analyzes the problems and situation of current E-Gov performance evaluation indexes construction in China, and makes a further analysis on the inner reasons of the problems. Based on that, this paper does a multifactorial analysis on advantages and disadvantages of several comprehensive evaluation index constructions and proposes a dynamic model of E-Gov performance evaluation indexes construction, binding administrative ecology theory and using QFD. The model constructs a performance evaluation indexes system in accordance with local situation of E-Gov construction. This dynamic model of E-Gov performance evaluation indexes construction gets rid of past "cutting it even in one stroke" method, thus gains high applicability and its indexes will evaluate the performance of E-Gov more reasonably and objectively facing the truth that our economy develop off balance and different regions vary a lot. At last the author applies the model to a real example and finishes the construction of local E-Gov performance evaluation indexes.
