Currently, performance evaluation in civil servants has been widely carrying out in many local governments to improve administrative efficiency and public service. Many governments further explore much practical experience in line with the local actual path. Due to varieties of natural conditions, economic development, public enthusiasm for public business, however, in performance evaluation in civil servants indicator system, local governments all implement different evaluation in civil servants indicator systems in accordance with practice. Taking Hunnan District in Shenyang City as an example, this article on the basis of administrative ecology elaborates the performance evaluation in civil servants indicator system of Hunnan District, and thoroughly investigates the administrative ecological environment, as well as the primary tasks for local development, the sources, methods, procedures, evaluations of setting up indicators of Hunnan District. By making comparisons on performance evaluation in civil servants indicator system between the developed countries and other domestic governments, this article sums up the experience in setting up indicators, analyses the causes of the problems and makes advice on constructing simple and easy index system,combining short-term targets and long-term targets, improving the scientificity and rationality in designing performance evaluation in civil servants indicator system as well, and offers references for other governments’ carrying out performance evaluation in civil servants.
