From the end of last century, many developed countries have reformed the social assistance policy to increase the recipients'ability and motive to reenter the labor market. The common trend is to introduce the workfare to the last safety net of society. Since the number of the countries that have taken the reform is great, some scholars think'this thought has swept the world', others think these countries are experiencing'a quiet revolution'. The first section of this paper will introduce the definition, the form and content, the function and limitation of the workfare and the developmental condition of workfare in the developed countries.Besides the workfare, another important trend in the foreign social assistance reform is that more and more countries introduce the income support policy in the social assistance. Though the income support policy and workfare have different forms, they have the same aim—to increase the recipients'working motive and income. The second section of this article will introduce the establishment background and developmental condition of the income support policy in the developed countries, the form, function and potential risk of the income support policy.Though the function base of the workfare and income support is different, their aims are same. Workfare and income support policy are complementary to each other. The third section of this article will introduce the differences and complementarities between these two policies.The significance of the Chinese social assistance to learn the foreign workfare is that the lowest living security has widened the scope of recipients, but in the management of the recipients, the able-bodied and none-able-bodied recipients have not been differentiated. There is not special management method to the able-bodied recipients. The fourth section of this article will introduce the significance and methods to learn the developed countries'workfare.In the recent years, Chinese scholars have more and more concerned about the foreign income support theory, especially the negative income tax theory. This is closely relevant to the Chinese economic and security reform. The fifth section of this article will introduce the significance and method to introduce the developed countries'income support policy.In conclusion, my article will mainly use literature method to sum up and compare the foreign and Chinese social assistance reforms'backgrounds, contents and trends. The research aim is to study the foreign social assistance's reform trend and explore the significance for Chinese lowest living security to learn the foreign social assistance reform.
