Since the division of the Korean Peninsula, successive South Korea governments have been considering the reunification of Korea as their responsibility, and have constantly been changing policies on reunification to adjust to the development and changes of situations home and abroad.Between the late 1960s and early 1970s,although the dialogues between South and North Korea were intermittent, the door of dialogue began to open;in the 1980s,the economic exchanges began,as well as the communication in the field of military. After the Cold War,as the collapse of the bipolar system, the changing strategy of great powers, the changing international situation, the trend of having dialogues among the international communities and pluralism makes the Korean Peninsula begin to appear signs of thawing, which provides favorable conditions for the South Korea to change policies and strategies.South Korea and North Korea have been split more than half of century, while more than ten years after the Cold War is only one part of the Korea's policies toward North Korea, which includes those policies of Kim Young san,Kim Da zhong,Roh Moo hyun and Lee Myung Government. Each government has launched respective policies toward North Korea, which are different from those in Cold War in the policy selection, implementation steps and means. Considering reunification of the Korean Peninsula as a large invariable goal, unified policies are evolving for many years.Sorting out Korea's policy toward the North Korea is of great help to deeply understand the problems of the Korean Peninsula,to promote peace and stability in the Korean Peninsula and, even ultimately,to resolve the Korean Peninsula reunification issues.
