Since reform and opening up, China's socialist economic construction has made great achievements, and national defense construction has developed rapidly. In 2001 the State Council and Central Military Commission promulgated the "Interim Measures for resettlement of demobilized officers" jointly, which proposed the resettlement system of implementing the combination of Government plans and the demobilized officers choosing jobs for themselves. It has greatly eased the pressure on the party and the state of the resettlement of the veterans, and has received good results. However, the Measures does not resolve the problem of the streamlining of local government bodies and agencies and reducing personnel in contradiction with the mandatory planed allocation of the demobilized officers fundamentally. The practice of Government applying administrative means to planned resettlement has become increasingly unsuited to the requirements of market-oriented of allocation of personnel. At the same time, with the impact of various values in market economy, military officers' concerns about their resettlement have apparently increased and it caused some instability. In this paper, taking the reform of supporting measures of retired military officers as entry points, through analyzing our national system of resettlement of demobilized officers in the history of the evolution process and the measures, procedures and bottlenecks in its existing system, and combined with the characteristics of the system of the military officers in several typical foreign countries, it put forward the view "reform the resettlement system, which must be based on security".With the increase of national standard of living of the overall, the treatment and security level is gradually rising. How to find a balance point between community workers and the supporting of retired military personnel will be the focus of the issue of supporting reform. According to the actual national conditions that our country is in the primary stage of socialism, it is unrealistic to be totally dependent on the Government to ensure the resettlement in form of money as compensation. This paper advocates the policy ideas of building material civilization and spiritual civilization with both hands and attaching equal importance to both of them, from two aspects of strengthening the life supporting of retired soldiers and improving their social status, take measures of caring for their housing, medical care and education and so on, which will be more popular than the simple solution to the resettlement on jobs. At the same time, this paper also drew on advanced foreign practices, and proposed the establishment of veterans' non-governmental organizations as the innovation of strengthening the management of social services of veterans. The encouragement of mutual assistance between Veterans and voluntary services to veterans not only blocked the lack of loopholes in the management of the organization, but also reduced the government's administrative costs and burdens. Therefore, based on such a set of perfect security system, adapting to the socialist market economic system and long-term development of the military, the establishment of the retired officers system with Chinese characteristics exists the opportunity for reform and the value of practice.
