A Case Study On The Three-level Service Guarantee System Of Veterans In County, Country And Village In China

Soldiers are the most precious wealth of society,the army is the ballast stone of society,and the stability of the army is essential to the stability of the country.After a large number of military veterans are retired from the army,the issue of local service security for veterans is a problem can not be ignored.It is the duty of the government and society to do a good job of the management and protection of the veterans with high standards.To establish and improve the service guarantee system for veterans,to safeguard their legitimate rights and interests,and to make them a profession respected by the whole society,is a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping as the core,based on the Chinese Dream of realizing the great rejuvenation of the Chinese nation,the dream of strengthening the army in an all-round way and the need for the modernization of national defense and the army.Strengthening the service and security system for veterans is conducive to strengthening the Party's centralized and unified leadership,stimulating the high morale of military spirit,attracting more high-quality people to join the army,joining in the cause of national defense and military construction,and even more is conducive to meeting the service needs of veterans and military subordinates.Guided by the theory of service for veterans,this study adopts the combination of network investigation and field investigation to understand deeply the basic situation of the construction of the service guarantee system of veterans in R county at three levels: county,country and village.Since the 19 th National Congress of the Party,China has made certain achievements in the construction of the service guarantee system for veterans at the county,country and village three levels,such as the establishment of service guarantee institutions for veterans at the three levels,the completion of transfer work by relevant functional institutions,and the formation of service organization system.The number of staff and operational capabilities have been strengthened,and social forces have actively participated in the service and security work of veterans,creating a good atmosphere of supporting the army and loving the army in the whole society.But we compared to the current need of veterans to work smoothly and the self-service assurance,and compared to the objective reality of the rapidly developing economy and society,there are still many problems in the three-level service guarantee system: the existingpolicy treatment lags behind,can not meet the needs of the veterans,the failure policy has not been cleaned up in time,the "local policy" problem has not been properly solved;some grass-roots service guarantee institutions and state requirements still have a big gap,there is a significant gap between rural service station construction;the age of work force is unreasonable,comprehensive quality is generally low,lack of high-quality personnel;service evaluation system needs to be improved,assessment indicators are not specific,supervision and incentive role is not obvious,assessment form is a mere formality.In view of the above specific situation and problems,the study puts forward the corresponding countermeasures from the point of view of integrating theory with practice:improving the construction of policies and regulations system the veterans,improving the standard level;strengthening the support to the backward areas of institutional construction;improving the level of personnel construction,broadening the ideas of selecting and employing personnel;perfecting the service evaluation mechanism of the veterans and promoting the long-term operation of the mechanism.It is hoped that it will provide useful reference for improving the three-level service guarantee system for the veterans in our country.
