With the intensification of China's aging population, pension problem has become my social life can not be ignored in the existence of a problem. As the family structure changes, the reduction in the number of children, the traditional family and social old-age pension has been unable to meet China's current rapid aging of the status quo. In China's rapid flourishing urban community development, community service functions, and highlights the expanding context of how community-based and carrier to make it perform its pension commitment and service functions into the theory and practice need to study the issue. In recent years, pension service function of urban communities have been gradually displayed and developed, this pension issue for the community and provided a practical basis. In this paper, the community as a platform for pension services, the author uses literature review method, qualitative analysis, supply and demand analysis, and interview and survey methods research, through visits Baoji City Bureau of Civil Affairs, the community neighborhood committees, and retirement service centers, universities for the elderly and other units to collect data. Through a questionnaire survey of elderly residents, individual interviews, statistical analysis of survey results to identify the real existence of the contradiction between supply and demand, propose solutions accordingly ideas and improvements. The author hopes to absorb domestic and foreign advanced experience of the community old-age services, combined with research findings, in-depth understanding of China's urban communities, pension services, the supply situation and the needs of the elderly status quo.The proposal of building a pluralistic and participatory government-led pension under the service mechanism, adapted to local conditions with a suitable model of urban communities, pension services, pension services, promote community experience in advanced areas, such as the banking system in aged care, community mutual aid contract system, set up a "young and old people's home" Mutual Aid Center, so that the community's role in the pension services to be brought into full play.
