Synergetic Mechanism In Emergency Management

Because of the increasing emergencies and public accidents, emergency management has become an area of much concern in worldwide public management research and practice. Synergetic emergency management may be the ideal state of emergency management. Organization synergy, decision-making synergy and information synergy constitute the basic elements of synergetic mechanism for emergency management. After analyzing these basic elements, the thesis summarizes the non-synergetic factors and their relative influences on emergency management in China. Synergetic idea is emphasized by the author as a very important principle for the government reform. What's more, synergetic emergency management should be achieved in the process of building joint-up government. In addition, the thesis proposes some practicable approaches to establish and perfect the synergetic mechanism for emergency management in China.Emergency management and synergetic emergency management are not only academic and theoretical topics, but also practical problems. For a developing country like China, consideration of social and political reality is an important precondition for the establishment and improvement of the synergetic mechanism for emergency management.
