On The Differential Synergy Mechanism Of Social Organization's Participation In Community Governance

Whether in the domestic academic circle or in the practice of local governance,the participation of social organization in community governance has become one of the important contents of grassroots social governance.By tracking continuously on the practice of grassroots social governance innovation in Zhejiang Province,the author found that the results of social organizations' participation in community governance did not meet the expectations of the reformers.Moreover,their functions were not totally consistent,with mutual construction due to different types instead.Based on the specific situation in which social organization participated in community governance,the author comprehensively examined the interaction logic,synergy mechanism and potential dilemmas of social organizations in community governance under the micro-situation.Combined with the existing research,this paper attempted to build an interpretation framework of "circle structure embedded operation-strong community-weak society" from the two analytical dimensions of "geographical field-instrumental interest value",so as to explain the micro-mechanism and interactive characteristics of social organizations' participation in community governance.The practices of H city B street and N city Y street were selected as exemplars of exogenous social organization and endogenous social organization respectively.It was found that under the “strong community-weak society” structure,different action logics and synergy models were present in the practice of social organizations' participation in the community governance.Specifically,when exogenous social organizations and endogenous social organizations participated in the four phases of community governance,i.e.,supply and demand connection,project operation,resource integration,and achievements sharing,there existed differences between un-negotiable supply-demand link and negotiated supply-demand connection,between take-what-they-need and negotiation,between hard-to-coordinate and complementation,and between inconsistent response and mutual achievement.Under the influence of “geographical field” and “instrumental value”,social organizations have formed a circle strycture of “low embedded synergy” and “high embedded synergy” in the process of participation,which gradually constitutes the “differential synergy” model of the social organizations participating in community governance.This paper further explains the formation mechanism of differentiated synergy from the aspects of cognitive embedding,relational embedding and structural embedding,and regards them as the deep-rooted reason for the formation of differential synergy.Further,the participation of social organization in the differential synergy model community governance may bring about a series of consequences,such as “the legality dilemma of participation in identity”,“the alienation development of participation behavior”,“high dependence of participation path”,“imbalanced participation struccture” and ”involutionalized participation effectiveness”.Finally,the article believes that to improve the effectiveness of social organization in community governance,we must start from the macro-policy,the meso-mechanism and the micro-environment,constructing a collaborative system of social organizations to participate in community governance,optimizing the synergy path and reshaping the collaborative field to realize the shared development of social organization and community governance,crossing the problems that “differential coordination” may bring in the practice of social organization participate in community governance.
