Urban Poor, Social Assistance, Government And Ngo Coordination Mechanism

As the pace of China's urbanization process is accelerating, the city has played huge role in promoting the process of China's economic development, but the problems of urban poverty also gradually revealed with social and economic transformation. The growing urban poverty, make more and more urban population lives become poorer and poorer, their survival rights and development rights are threatened seriously. Social assistance is one of the important part in the modern social security system, it plays a basic role in the social security system, it is the last line of social security system also, it is one of the effective ways to safeguard urban poverty population. The government and non-governmental organizations are both of social relief providers, each of them has its advantages, if we can establish good cooperation relations between them, to form urban social assistance force, so that we can further promote the development of China's social assistance.In this paper, after combing with relevant theoretical viewpoint about government and non-governmental organizations'cooperation relations, according to the government failure theory and welfare theory, we discuss the role which government and non-governmental organizations should be. We also analyze the cooperation mechanism in governmental and non-governmental organizations at the present stage of our country'urban poor people'social assistance, and find the problem which exist in it. At the same time, we need to analyze its forming reason. After comparing with the collaboration of governmental and non-governmental organizations in British and America in the horizontal. We use the successful experience of two countries for reference and make a analysis of feasibility of collaborative mechanisms in the government and non-governmental organizations in urban poverty'social assistance of China. Further proposed building a mechanism for collaboration between the two main part. The final analysis is about related safeguards to build government and non-governmental organizations coordination mechanisms.We hope that this paper'superficial discussion can make some help in promoting the development of nongovernmental organizations in our country as well as it can be ?helpful when two main part can play big role in urban poverty's social assistance.
