Research On Medical Assistance For Urban Poor People Of Beijing Haidian District

Ensuring people's livelihood is the starting point of government.The Chinese Government presented at the plenary meetings of the 18 that they will take targeted measures in poverty alleviation to help people win the poverty battle.Thegovernment wants to let the people benefit from the welfare of the reform and development fairly. Today, the economic system and social system are in transition,Poverty population in China is gradually rising.The phenomenon of 'poverty and re-poverty caused by disease' is more and more seriousbecause of the growing health costs and the imperfect of medical system and basic social security system. The government embarked on medical assistance to alleviate the medical burden of the poor.Since 2007, Haidian District has implemented the medical assistance system of urban-rural integration in Beijing.The development of medical assistance has effectively reduced the medical burden of the urban poor people. However, in the actual operation,medical assistance also exposed many problems such as the narrow scope of medical aid object and the type of disease, the burden of personal expenses accounted for a relatively high proportion,the application and approval procedures are complex,reimbursement takes a long time,Ex-post-relief increase the 'poor cycle',designated hospitals limiting the choice of medical treatment spaceand so on.Sub-district is a city base level government organization in China.This article studies the medical assistance stands on the angle of sub-district office .13 communities in the streets of HaidianDistrict were selected as the research sample by scientific sampling method. The author conducts research based on intuitive data and live cases from policy makers, executors, recipients of the study in three aspects.Analysis of the status quo of Haidian District medical assistance policy and the implementation effect, explore the existing medical assistance system itself and the problems in the implementation process. The author combines work practice and knowledge, to improve the Haidian District medical rescue work proposed targeted countermeasures, in order to help the urban poor people who is into medical difficulties.
