Certification body which plays an important role in national economy pushes forwards the implementing of standardization, improves the level of products, services and management, and works wonders of breaking through technical barrier and expansion of trade. However, in recent years, driven by interest, some certification bodies in our country give counterfeit certificate, thus lack of credit and affect this industry negatively. At the meantime, some most famous foreign bodies are taking the share our market. Threaten by the domestic and international situation, it becomes a common consensus that the behaviors of the certification bodies should be standardized to strengthen their competitiveness. The performance management, the core of human resources management, plays the irreplaceable role in the internal administrative control. So to discuss the performance management in a certification body is of great significance, especially the construction of the performance assessment indicators helps to restrict and guide the action of certification, and enhance the competitiveness of the bodies. This paper is based on the theories methodical system of performance management:Key Performance Indicator, KPI and Balance Scorecard, BSC. Having reviewed several ways of design the performance indicators, this paper puts forward a new design framework of performance assessments indicators in departments of certification bodies:firstly to make use of the principle of Balance Scorecard on the success factors those are key to the realization of an enterprises'strategic object and thus to refine the company's framework of KPI; then, by analyzing the KPI of the company and the its departments, to deduce the preliminary KPI of all departments; in the end, by combining the responsibilities of all departments and complementing the key points of the performance to design the system of the departmental KPI.This paper uses the method of combining the theory study and cases study. Based on intensive study on necessities and feasibilities of performance indicators of Company A, on the theory of construe it, this paper designed the system of the key performance indicators of Company A, it is expected that the promotion of the performance and the realization of the long-term strategic object of Company A.With the method of combining the theory study and cases study, this paper is based on the intensive study in necessities and feasibilities of performance indicators of Company A. It accords with construction idea in theory and designs the system of the key performance indicators of Company A. It is expected to improve the performance and to help with the realization of the long-term strategic object of Company A.
