Clearly stated in the report of the party’s18, our government should innovate themanagement style, improve the credibility of the government and execution, promote thegovernment performance management. With the continuous deepening of the reform of theadministrative system, government performance evaluation has become an important measureof innovation in the management of government departments. In recent years, the nature ofthe work of many local governments combined with departments in government performanceevaluation did a lot of exploration and practice, summed up the experience and results. Butthere are still some problems, such as performance evaluation indicators system settings arenot reasonable, still need further improvement. Thesis adopted some research methods, whichthe combination of quantitative analysis and qualitative analysis, the combination of empiricalanalysis and normative analysis, based on the theory of government performance evaluation,analyzed the government performance evaluation development status and main problems,built a performance evaluation indicators system suitable for China’s government departments,and studied a city personnel bureau.Thesis constructed the government departments performance evaluation indicatorssystem framework based on the Balanced Scorecard, the new framework set up fourindicators, such as the job performance, service object, the job process, as well as learning andthe development. Among of them, the job performance indicators, reflect governmentdepartments efforts; Service object indicators, measure their satisfaction with the government,from both internal and external; The job process indicators, reflect the sector innovation,government affairs and legality; Learning and development indicators, reflect thegovernment’s development resource and capability. And in an example of the personnelbureau, designed a four level indicators and12secondary indicators,32three indicators ofgovernment departments performance evaluation indicators system.
