Urban Public Crisis, Residents Cope With The Study Of Consciousness, Collaborative Governance

As the center of population and business, city has more opportunities for its development and reform, it is also the popular place of kinds of public crisis. The problem of public crisis has become the focus for urban governance. Basis on the point of view - society groups not only as the passive sufferers but also the positive multi-actors, synergy-governance is the participation and cooperation for all society groups by their self-organization to support the urban public crisis governance. At present, the biggest obstacle of synergy-governance is the weak crisis awareness of publics. Then, this paper will basis on the public crisis response awareness of urban resident to explain the feasibility and necessity, especially discuss how to build the mechanism of urban public crisis synergy-governance.Firstly, from the description of basic conception and theory for public crisis, especially the transform form the"management"to"governance", it is believed that the governance pattern is better for current city. And basis on the agreement for governance theory and synergeties; propose the synergy-governance to discuss the public crisis problem for city. From the four characteristic—micro-part, self-organization, interaction process, and main-role, it is belived that the public crisis synergy-governance is breaks the idea of single management by government, but builds the idea of multi-governance by all society power. In short, the core of synergy-governance theory is pay attention all parts for public crisis, and values the vertical management from top to bottom, especially the regulatory by government; also the coordination and cooperation of multi-objects from the bottom in the vertical and horizontal.Secondly, it is meaningful that the response awareness research of public by the discussion of urban public crisis and governance objects. And the theory of civil society, urban governance, crisis intervention and public involvement provide the theoretical basis for the research of public response awareness. It is create a new view for urban public crisis synergy-governance.Finally, from the current urban situation for K, and the survey analysis for resident response awareness basis on the crisis awareness, respond ability and participate awareness, so the coordination and cooperation for public is the better choices. And as the result, the mechanism of urban public crisis synergy-governance should promote the synergy idea for multi-governance objects from the awereness of responsibility and cooperation; improve the relevant laws and regulations; build the effective and efficient communication system; and enhance the communication and cooperation with other city.In the research method, on the one hand, it is basis on the literature of urban public crisis to think the theory of synergy-governance. On the other hand, it is achieve the empirical support by survey analysis of response awareness for resident.The research and innovation of this paper is tentative create the urban public crisis synergy-governance basis on the corresponding between synergeties and governance theory. And discuss the feasibility of synergy mechanism by the survey analysis for micro-objects.
