In recent years,it is common that people transfer among different countries. Some people would like to enter his(her) living country's nationality in order to have lives,study and work freely. Nationality is a legal status for a person as a member belonging to a specific country,which means its citizen or national.The person belongs to the country on the basis of the status,and the legal relationship between the specific country and the citizen has been developed. Nationality is the reasoning to provide diplomatic protection for its citizen who lives abroad. In other words,only the citizen abroad has the right to enjoy the diplomatic protection and enjoy the convenience from the treaties his(her) country signed. Many countries refuse to extradite its citizen. For the asylumed people,the asyluming country often refuses the requst of extradition from it. The way acquiring a nationality is different and the regulations on who can be endowed with the nationality are diverse,nationality conflict is produced in which some people have dual or multiple nationalities and some people have no nationlity. In international law, the former is called"positive nationlity conflict"and the latter is called"negative nationality conflict". International society has committed itself to reduce or avoid the nationality conflict all the while,but some countries has begun to admit dual nationlities definitely or indefinitely,for example,America and India.At the same time,the debate on whether China should admit the dual nationlities is fired. It is normal and resonable that different people have different opinions. But we should not take it for granted that the debate is aberrant.Firstly,the article introduces the basic theory of nationlity and it is composed of five parts.The first part is about the coming of dual nationlities,the second part is on the practices of some countries,the third part is dual nationalities problem in China,the forth dicusses whether China should carry out the dual natonality policy, and the last part , conclusion is that China should insist on the single natonality policy and I point out the defect of the extant nationality law and bring forward some suggestions on the amendment and improvement of the current nationality policy.
