At present, the environmental problem becomes one of the worrieds problem waiting to be solved in front of the whole mankind of putting. In our country, environmental protection has already been classified as the fundamental state policy that has caused the whole people' s attention. During the process of solving the environmental problem and carrying on the environmental education, people find , though we have let a lot of people knowing how environmental knowledge and methods of environmental protection, but in fact there are few people who really protect the environment and don't destroy environment . The reason of the phenomenon is lacking the self-restraint and neglecting environmental moral education. As a new moral concept, environmental moral receives more and more attention of educational theory and educational practice .Environmental moral education is one of the important way to make people establish awareness of environment and raise the ability of solving environmental problem. It has particularly great meaning to carry on environmental moral education in middle and primary schools. This paper attempts to find out the existing problem and insufficient in this respect at present through the study on environmental moral education of the middle and primary schools, explore its important value, structure its theoretical system, and probe into its practice tactics. The aim of the paper is to enrich educational theory, and provide some suggestions for educational practice.This paper divides six parts altogether. The first part explains the meaning, characteristic and thought orbit of the environmental moral. The second part analyses the importance of carrying on environmental moral education in middle and primaryschools, and probes into its important meaning toward people's development and social development. The third part examines middle and primary schools current situation of environmental moral education from the perspective of self-questioning, finds out existing problem and reason. The fourth, fifth, sixth part construct the goal, content of environmental moral education separately, and put forward some important principles which should be held in educational practice.
