In the present-day time ,with the drastic change of the social and educational surroundings ,the complexity of the teaching target ,and the ardor of teachers' working tasks ,how to promote the progress and development of teachers is the major concern in the educational circle .The factors which influence the development of teachers are numerous ,of which the teacher evaluation system is one important aspect .The teacher evaluation is an essential conponent in the school management .The issue which this essay intends to go into is how to build up a sort of developing teacher evaluation system which corresponds to the demand of the times and the modern educational concept and ultimately enhances the development of the teachers .The essay deeply analyzes the elementary theory of the developing teacher- assess system and points out its intrinsic essence and basic principle ,goes into the base in theory which consists of 5 respects and finally makes the comparison between the developing teacher assess and present-day teacher assess .The developing teacher assess system ,with the purpose of the promotion ,is a kind of formative evaluation which is based on the aim , stresses the process and the timely feedback .It does not consider the result of the assess as the base of prize or reproach .Its direction is to face the future ,its aim is to promote the all-round development of all staffs , its function is centered on the lead-in , inspiration ,development ,and its means is the formative teacher evaluation .It pays special attention to the desire of teachers and esteem the requirement of teachers as its motive and power of the assessment .However ,the present teacher assess is the closed -ending one whose feature is mainly to stress the daily performance before the evaluation and accordingly judge whether they possess the conditions of being rewarded or reproached .In an attempt to have a full understanding of the problems which exist in the present teacher evaluation and find the corresponding solutions , this article has made a survey of 156 senior high school teachers in Jinan city , through the deep analysis the following problems are reflected :1, A large majority of teachers don't have a clear idea of the teacher-assess system, which does not result in the common response andis liable to be the form .2, The current teacher -assess system which is closely associated with the reward systerm , has an influence on the sincerity of the teachers .3, The current teacher-assess system tends to have certain subjective and arbitrariness and the impartiality occurs frequently .4, It is likely to neglect the feedback of the assessment information which has a negative effect on the teachers' timely self-reflection .5, The tendency of mandarin is apparent in the current teacher -assess system , which stresses the extrinsic motive and the necessity of management and ignore the function of evaluation ,resulting in the inefficient performance of the development and inspiration , the inadequate progress of teachers and disagreement with the demands of our time .Accordingly ,the enforcement of the developing teacher -assess system has its significance in reality .As far as the currently existing problems are concerned ,the essay tends to put forward the corresponding improvement measures from the point of awareness and evaluation system and means and approaches as well.1, Enhance the awareness , transfer the idea and train the sense of the teacher self-development.2, Select the self-appraisal as the core and promote the teacher self -reflection.3, Make certain of the target of the development , focus on the feedback and establish the all -direction dynamic assess system.4, Stress the modulation of psychology .These measures lay emphasis on the scientific sense of programmes , base its assessment on the current situation and perform flexibly ,combined with the respective ongoing situation of their own schools and teachers .In the real practice ,it does not require...
