The paper discusses the distribution of working time of schoolmasters in the primary and secondary schools in T city, which shows the changes of their working emphasis in the course of the development of society's diversification and the deepening of educational system reform. So this research has a practical meaning for schoolmasters to answer the sudden changes in the inner and outer circumstances of education readily and arrange their work effectively and reasonably. This research, based on the documents concerned, adopts case study as its research method, and uses quantitative analysis assisted with qualitative analysis, and uses questionnaire research for 140 schoolmasters in primary and secondary schools in T city and case study of 2 schools.The quantitative analysis, which analyzes the status quo of the time distribution on the two bases of schoolmasters' specific working contents and working scope, shows that the distribution of working time tends to be dispersing and diversifying; the schoolmasters has weak notion of time effectiveness; the construction of their time distribution is inappropriate; the distribution and working contents are not in agreement.This qualitative analysis, based on the quantitative analysis, selects two typical schools to track, observes their work in a week and interview with them. Through the factual description, it can be found that the time distribution of different schools has not only common issues but also outstanding differences, especially their work position to be unclear with emphasis on teaching or money.Based on the quantitative and qualitative analysis, this article analyzes the schoolmasters' problems in their management practices through the phenomenon of time distribution. The problems are: they tend to do low-class work; they can not make clear the orientation of their work emphasis in course of the inner and outer diversification; their management style tends to value structure but belittle human relationship, value concentration of authority but belittle division of authority, value autarchy but belittle democracy. Therefore, four pieces of advice are given in this article: the position of schoolmasters' role should be clear in the system of the charge of schoolmasters; the position of schoolmasters' central work should be decided in accordance with the establishment of the arrangement of schools' teaching disciplines; the channel of deploying educational resources for schools should be standardized and decided; teacher management should be valued and enriching encouragement be advocated.
