Entering into 21 cn, the faculty and creativity of population are becoming key indexes of national integrated ability and key factors influencing the development of economy and society. The person of ability should be highly talented and extraordinary creative. The competition of economy depends on the competition of talented people, and in the final analysis depends on the quality of education especially of the higher education. The university as a kind of social organization is in pursuit of improving the population faculty and creating more wealth for the society, which in the end mostly lies on the working of the teachers in universities. Facing with the great changes in universities nowadays, investigating the infection of the key change bringing onto teachers' performance is greatly necessary and pivotal.This paper focus on the infection which the reform of Inner Human Resource and Distribution System act on the teachers' working performance, brings forward a theoretic frame based on the study of many academicians at home and abroad and designs out a suit of questionnaire including 49 indexes. The questionnaire has high reliability and validity according to the demonstration in practice. We educe seven important measures for the reform and also address that the working performance can be depicted in six ways and the reform does act a remarkable infection on the working performance of the teachers.By the questionnaire designed, we have done an empirical test in some national universities and solved four problems: 1. What are the personal characteristics of the teachers who support the reform and who doesn't support the reform and why? 2. Which type of teachers can be distinctly motivated in their working performances by this reform and which type cannot be? And why? 3. The reform of the Inner Human Resource and Distribution System does have prominent influence on the working performance of the teachers. The result of regression analysis indicated that the engagement system reform factors, the other distribution system reform factors and structural position payment system reform factors have different effect on the working performance of the teachers.4. The teachers of different personal characteristic and the working performance of different aspects do have diversified response to the reform.Based on these points, this paper brings forward some helpful countermeasures and suggestions.
