University Cio System Establishment And Development Of The Study

As the development of information technology, high education informatizationbecomes important part of higher education reform and evolution in our country.Though more than ten years development, higher education have made greatprogresses. School network, online education, information management system anddigital library play important roles in teaching, research and management of higherschool. But as the education informatization deeply expands, some problems ofinformatization programming management, standard and system come forth. Highereducation informatization will make some impaction to management ideal, systemand way of high school, and bring organization of high school management system.So, more and more universities realize that the difficulty of digital campusconstruction doesn't come form technology, but management system, especially themanager. Higher education informatization doesn't make good effects, due not totechnology, but management. The management team of high school lacks of aninformatization manager who knows both information technology and management.CIO is the abbreviation of Chief Information Officer, which was a newmanagement position coming from government and enterprise of western country in1980's. CIO first appeared in government of America, and was popular in enterprises.CIO plays important roles in informatization construction of organization. Americanuniversity adopted CIO system in the middle of 1980's. Thus, our university can learnfrom the success experiences of enterprise, government and foreign university CIOand set CIO system leading school information construction. This will provide a newway of informatization management system.In the background of education informatization, this paper narrates the theory ofCIO, from the point of information resource management; analyzes CIO's origin anddevelopment; introduces foreign university CIO system. Based on above, this paperanalyzes the situations of our high education; demonstrates the necessarily ofadopting CIO system; bring out a CIO frame, responsibility and so on; advises twoschemes of our informatization management system; makes some suggestions.
