On Sino-foreign Cooperative Education Quality Assurance System

Internationalization of higher education has been a developing trend in the worldwide. International cooperative education has become the important content of highereducation service trading, most countries have relatively taken measures in this field.After our successfully entering WTO, more and more foreign higher education has beentrying for entering into our higher education service market. Among them, businessexistence-formed higher education service trading has been mounted up continually.Sino-foreign cooperative higher education (SFCHE) institutions and items come forth inthese years. At the same time, quality of Sino-foreign cooperative higher education gotattention of all circles. In this dissertation, the author analyzes the quality status of SFCHE, brings forwardsome kinds of problems and causes. The author also takes comparative study on qualityassurance of some countries including service-importing and service-exporting one. Atthese bases, the author constructs the quality assurance system, hoping it bringingvaluable reference. Primary constructing of quality assurance system of SFCHE are putforward, and four subsystems are constructed, including macroscopical quality managingsystem, community studying and consulting service system, concerning foreignsupervising system, outer quality evaluating system. Some main viewpoint are putforwarded, such as: macroscopical quality managing stress should be shift fromexamining and approving to both managing and examining and approving, developinglayout should be given more attention, all levels of SFCHE studying and consultingservice system should be set up, concerning foreign supervising institution andinformation flat should be perfected.
