The development of the western region is a significant decision made by the CPC central committee. The strategy has already carried out for five years, which has promoted the development in the western regions. However, the gap between the eastern and western parts of China has still been being enlarged. The gap between the east and the west will be influencing the development and stability of the economy and society in China. Talents are the key to the development of the west regions. If human resource problem remains unsolved, the development of the west regions will meet with a big obstacle. Compulsory education has played an important role in the investment of manpower capital by inherently promoting economic growth and progress of the society. To develop the west regions, close attention needs to be paid to western compulsory education. Compulsory education represents the basic demands of overall social development, it also stands for the individual development's fundamental demands for education, and this is both social and individual equal rights and duties. Due to the poverty in the west regions, the resources for the satisfaction of education do not contribute to the effective carrying out of compulsory education. The contradiction between poverty and duties is directly revealed in the contradiction between education supply and compulsory demands. This thesis strives to research into the historical and current situations of the western compulsory educational public supply, finds the problems of the compulsory educational public supply in the west regions, finds out the reason, and puts forward the suggestion and the countermeasure about the western compulsory educational development.
