We are in a "critical period" of visual expansion, which the past history never experienced before. It calls for a brand-new literacy—visual literacy. Then a new problem arises—how shall we cultivate that literacy for students. The solution lies in the fact that it should be developed from the schoolchildren. Therefore, the subjects are sampled from the low-grade primary students. Visual literacy enhancement has already been investigated combined with fine arts instruction in domestic research. However, it is of great import to let students themselves learn by employing visual language for their better growth. Visual literacy enhancement should be incorporated into all the courses with the avoidance of high-degree dependence on picture reading. So it is appropriate to saturate visual literacy enhancement with low-grade Chinese language teaching, which facilitates the developing of visual literacy with Chinese language learning.Such research methods as literature research, questionnaire, induction and deduction, follow-up interview and class visiting are adopted. The paper analyses feasibility and significance of low-grade primary Chinese language teaching-based visual literacy development. The conditions of visual literacy development are evaluated through induction and deduction and questionnaire. Subsequently, the paper proposes relevant strategies based on the analysis of visual literacy competence strata: developing visual perception ability by introduction of visual images into text comprehension, developing visual decoding ability by visual images-based text interpreting, developing visual expression ability by visual images-based text retelling, setting-up of visualized learning places, and creating visualized learning materials by info technology. Meanwhile, some modules of low-grade primary Chinese language teaching-based visual literacy development are applied into practice with the visualization of selected teaching materials.
