The recruitment and stabilization of the teachers in rural areas are the two sides of the problem. We recruit teachers so as to stabilize them, and if you want to stabilize the teachers, you have to recruit them. The paper is to make a study of the recruitment and stabilization of the teachers in rural areas. In short, it is a matter of how to recruit and stabilize the teachers in rural areas.Located in the un-developed area of central China, the city of Y is an agriculture-oriented prefecture-level city, and its education can be viewed as an epitome of rural education in the whole country. According to the present situation of the team of teachers, there are serious problems like the shortage of full-time teachers, the lack of highly level teachers, and the aging tendency of the teachers. Moreover, the teaching tasks and responsibilities are getting heavier than ever, the disparities between urban and rural teacher are more obvious, and the attractiveness of the profession to the teachers in rural areas is weaker. Severe drain, weak recruitment and the failure in stabilization are the critical manifestations to the problem of the recruitment and stabilization of the teachers in rural areas, which has become a key issue that has affected and restricted the development of rural education in the city of Y.The reasons for the recruitment and stabilization of the teachers in rural areas are of different aspects. There are policy restrictions and culture impacts, economic restraints and emotional influences. In order to solve the problem, on the basis of grasping the cause of the problem accurately, several relevant theories are employed to explore the reasons, such as the Theory of Public Policy, Redistribution Theory, Interest Group Theory, and the Theory of Hierarchy of Needs, etc. We set about the task mainly on the macro-level of its system, framework and mechanism, rather than the micro-level of its concrete way, mode and operation, rather than the micro-level of its concrete way, mode and operation.Taking the city of Y as an instance, the paper starts from the recruitment and stabilization of the teachers in rural areas, analyses its causes and seeks for positive ways and measures to realize reasonable recruitment of rural teachers and to promote the stabilization of the team of teachers. The author points out that an alternative modification of the system between urban and rural teachers should be implemented; a long term layout of the recruitment should be well worked out; temporary employment should be adopted and opportunities of communication should be provided; teacher-inclined policies for rural education should be reinforced; the soft and hard environments of teachers' lives in working should be improve; the teachers' improvements in profession should be advanced; measures should be carried out in rural areas so as to strengthen the teachers' sense of happiness. These are the effective ways for solving the problem of the recruitment and stabilization in rural areas that happens in the city of Y.The discussion of the recruitment and stabilization of the teachers in rural areas bears a relatively referential significance and practical value to solve the current problems existed in building up the team of teachers nationwide.
