This paper discusses the principle of realizing mobile locating system with Cell_ID which is based on GSM network or based on MS(Mobile System).Locating with Cell_ID based on GSM network: In GSM network,this kind of system is called counter-link locating system .The locating process is several base stations detecting the MS's signal and sending the information to an information process center, then the information process center calculates the MS's location. There are two methods to realize this kind of system: GSM Phase2+-based Cell_ID locating and ATI-Signalling-based Cell_ID locating .ATI(MAP Any Time Interrogation)is a page-independence method to get MS's Cell_ID based on network.Locating with Cell_ID based on MS: This kind of system can be called MS-autonomous-locating system or forward-link locating system in GSM network.The locating process is the MS working out it's geometry location comparing with several base stations (their location is fixed) based on received signal from them,then calculating the location by some kind of algorithms.Therefore the user of the MS could master himself's location information. There are two methods to realize Locating with Cell_ID based on MS:MO method and MT method.In the MO method the user's location information(Cell_ID)is got by MS from BTS(base station system)and MS sends the information to SMG(short message gateway)in short message form ,then the SMG sends the message includeing Cell_ID to the SMSC(Short-Message Service Center)finally the SMSC sends the message to LCS(locating server).the LCS will find corresponding longitude and latitude from database by Cell_ID then send the longitude and latitude to the location demander. MT method is similar to MO method ,but the locating request is started up by some other users. On the basis of GSM system position principle and position gateway realizable technology, position server software system and engineer application software system (vehicle administration system) that is based on the position service were exploited. The emphasis was the completion of the following modules: the network connection of position server, position function, treatment of short message, the database connection and the outer connection of the visiting position information and short message of engineer application software system...
