Research And Implementation Of Mobile Terminal Oriented Disaster Emergency Management System

Recently, all kinds of disasters, happened widely, caused great losses of life and property. Based on summarizing disasters and emergency management, this thesis put forward a standpoint to solve current issues and demands of disasters emergency management, especially the demand of technology, designing and developing a complete mobile terminal oriented disasters emergency management system. Designing a special mobile terminal oriented disasters emergency management to adapt to the expanded demand of public participation. The system can be divided into five main parts, which are Server software system, special mobile terminal software system, common mobile terminal software system, Web portal platform and data exchange platform. Developing and implementing the main functions of designed Server software and mobile terminal software, including remote data transmission, embedded GIS, emergency task management, xml form data collection and so on.Following are the main achievements:1. Put forward and design a mobile terminal oriented disasters emergency management system which can get with public participation. Based on this structure development and implementation of the main functions of Server software and mobile terminal software of disasters emergency management system, achieve the mobile and real-time target of disaster data collection emergency task management.2. Put forward and implementing a xml form based common disasters data collecting technology, Based on this technical method, developed the mobile terminal software can adapt the needs of different types of disaster data collection, which possesses software reusability to a certain extent.3. Designed a LBS public service platform architecture for public participation. This platform enables the public to find and use various types of LBS services and the general terminal software designed for disaster emergency management.Firstly, this thesis summarizes disasters and emergency management, pointing current problems and demands. Then, analyzing and researching related key technologies of mobile terminal oriented disasters emergence management. Thirdly, designing the architecture of mobile terminal oriented disasters emergency management which can get with public participation and designing every subsystem briefly. Finally, developing and implementing the main functions of Server software and mobile terminal software, testing all the functions in a certain range.
