The Law of the People's Republic of China on Civil Servants promulgated in2006 formally put forward the concept of "participating public institutions".As a special type of public institution,its assessment form is different from that of civil servants and enterprises.In recent years,The research on the peacetime assessment of participating public institutions has made some achievements in the daily practice of participating units,but it is still in the stage of exploration and improvement.The Seismological Bureau of H Province is one of the most representative and special units participating in the public service.Since 2015,the peacetime assessment work has been carried out,and the peacetime assessment system for participating personnel has been preliminarily established,which has achieved certain results.But there are still some problems,such as not obvious function of assessment guidance,not in place of assessment cognition,not perfect assessment index system,not standard assessment subjects,not advanced assessment methods and methods,not enough application of assessment results,not in place of assessment and assessment supervision.The assessment results cannot reflect the actual work performance of the participating personnel comprehensively,scientifically,objectively and effectively.Based on the existing H provincial seismological bureau and the male staff usually inspects situation as a foundation,USES in the form of questionnaires and interviews with the combination of research and analysis,found that the problems that exist in the male staff usually inspects,summary analysis the reasons of the problem,combined with the research achievements of other scholars both at home and abroad,using new era xi cadre team construction theory,and the theory of new public management theory,organizational behavior,from strengthen the guiding role,the transformation of examination ideological understanding,perfecting the evaluation index system,assessment methods,strengthening the assessment results using aspects put forward to perfect the H provincial seismological bureau and public personnel assessment method at ordinary times.The purpose is to promote the implementation of the peacetime assessment of public officials in The Seismological Bureau of H Province and give full play to the due role of the peacetime assessment.Through the optimization of the peacetime assessment,the comprehensive performance of the staff can be evaluated fairly and comprehensively,so as to enhance the standardized management,incentive and supervision of the staff and improve the scientific nature of their daily management.
