With economic development, population growth and the acceleration of urbanization, the demand for land is increasing rapidly. Reclamation of the ocean has become an effective measure to release the contradiction of land supply and demand, and to expand the social survival and development space in coastal areas. Tidal flat resources in Jiangsu Province is rich, in which the near-shore silting-up type tidal flat of radial sandy ridges is particularly a reserved land resources in dynamic growth. However, at present, Jiangsu tidal flat reclamation scale has exceeded the speed of the natural silting up of tidal flat. As a result, the reclamation has made a negative impact on the marine environment while it brought the social and economic benefits.This paper explores the evaluation model of suitable scale reclamation with an example of the near-shore tidal flat in Jiangsu Province. Firstly, an evaluation model of suitable scale reclamation in near-shore tidal flat of radial sandy ridges was constructed borrowing idea from the multi-objective decision making theory and methods. The index system of this evaluation model includes the dynamic sediment environment, marine ecological environment, resources integrated development and social-economic impact. Also, the calculation method of each evaluation index and index weights was completed. Secondly, with an analysis of the characters of the index system, a GIS database was designed which combined with the GIS database administration technology. Based on this GIS database the evaluation indices of the suitable reclamation model were extracted with the spatial analysis methods of GIS. Finally, taking Rudong near-shore shallow as a typical case, the reliability and effectiveness of this evaluation model of suitable scale reclamation is studied. Among this evaluation process a prototype system was constructed based on the components of ESRI.The main research results of this paper are as followings:(1) Constructing the evaluation model of suitable reclamation scale in near-shore tidal flat of radial sandy ridges based on the multi-objective decision. Considering the factors of the dynamic sediment environment, marine ecological environment, resources integrated development and social-economic impact, the evaluation indices were determined. After the comparison of the three objective weighting methods the CRITIC method was chosen as the best method to empower the index weights. (2) A comprehensive database of the spatial data and attribute data of the beach was designed which integrated the database administration technology and the index characters. Based on this database and the spatial analysis method of grid interpolation, grid computing, vector data stack, etc, the geographical factors of the evaluation indices was extracted.(3) Evaluating the suitable reclamation scale of Rudong near-shore shallow with the evaluation system above, and the case study shows that 5 meters above the base level was the best reclamation plan.
