After The Tidal Flat Reclamation Assessment Study

Reclamation of tidal flat is the main way to for coastal areas to expand the development space, ease population pressure and boost the economic development. The scale and intensity of reclamation project are increasing with the advance of time. Although tidal flat reclamation has brought the huge economic performance and social benefit for coastal areas, it has a beneficial or an adverse on national economy, social development, marine resources and ocean environment. Based on the comprehensive collection and analysis of the social, economic, environmental and resources information about typical tidal flat reclamation project in Jiangsu province, this article conducts a post evaluation of tidal flat reclamation project and aims to more comprehensively and objectively understand the effectiveness and impacts of reclamation project and provide empirical references for subsequent reclamation decisions.Drawing on post-evaluation techniques of mature projects in other related areas and combined with the natural and socio-economic characteristics of reclamation project, this paper preliminarily attempts and explores of the benefits brought by reclamation project and its post-evaluation. Then reclamation project post-evaluation system is constructed from the three major aspects of economic, social and environmental resources of the three evaluation categories in this text, containing evaluation elements13and34evaluation factors. The article applies the analytic hierarchy process to determine the weight of post-evaluation index and constructs the integrated post-evaluation model of reclamation project using weighted multi-factor comprehensive evaluation method.Based on preliminary results, the article collects the response data of finance, economy, society, environment and recourses data with an case study in the reclamation project in the study area. Moreover, the paper evaluates the reclamation project in Haimen port district by the integrated model of reclamation project conducted before.The evaluation results indicate that the reclamation project in Haimen port district receives favorable implementation benefits, and has small influence on the affordable range of local community, marine environment, ecology and resources.This paper builds a post-evaluation system and assessment model of the tidal flat reclamation, which is a preliminary attempt and an exploration of the reclamation project benefit and its post-evaluation.The post-evaluation system achieves a quantitative evaluation of benefits and impacts of the reclamation project, supplying the technologies and methods references for post-evaluation of projects in other areas.The study on post-evaluation not only can offer empirical references for subsequent reclamation decisions, but also can improve the scientific guidance of marine development activities, intensively use tidal resources, optimize the industrial structure and promote the sustainable development of marine economy.
