Huge earthquake disaster is one of the highly destructive natural disasters. Humans now can not prevent the occurrence of earthquakes and even difficult to predict when it will happen. The only way to minimize the losses caused by earthquake disaster is to improve emergency response capacity and strengthen the rescue force. Design and demonstrate the earthquake disaster emergency response plan is necessary, and the suitable route planning is an import part in it.The main purpose of post-earthquake emergency route planning is to find out the optimal vehicle route to improve the emergency response capability. Considering the earthquake can damange traffic network, and static optimal route planning can not meet the needs of dymanic emergency route planning, so this paper uses the dynamic path planning methods which has the ability to plan the route according to the dynamic traffic network changes after earthquake. Based on this, Combined with the actual features in the earthquake disaster rescue, this thesis study the emergency route planning method based on ant colony algorithm and using ArcGIS software to make a real traffic network model, and finally build a route decision making system for simulation. The contents of this paper are as follows:(1)This paper compares the existing path planning algorithms and applies the GIS technology and the ant colony algorithm to construct the overall framework and theoretical modules in earthquake emergency route planning.(2)By analyzing the earthquake emergency rescue, this paper obtain three emergency route planning models including emergency ambulance route planning model, evacuation road route planning model and emergency supplies route planning model.(3) In this paper we use ArcGIS software to build the earthquake disaster response network. ArcGIS software is used to complete the map data collection such as map rectification, map vectorization and so on. Combined with the characteristics of the actual traffic network and the characteristics of ArcGIS network data structure, using ArcObjects interface we developed a road network which can access and updated the traffic information in real time.(4) Based on ant colony algorithm we improve and realize it in ArcGIS traffic network application.(5) Use one city for example, design and realize the emergency route planning prototype simulation system based on ArcGIS. The system's program platform is VC6.0, using C program language and ArcObjects components to complete the entire program. The simulation results show that the system runs well, and have reference meaning for the route planning in earthquake disaster emergency response plan.
