Now in China, urban planning and land resources are not only a contradiction which is elastic and rigid, but also a unity which is influent to each other. Reasonable urban planning not only can guide harmonious development of city future, and under certain conditions of political and economic, but also the factors, which is model, spatial structure and environment, infrastructure about regional function of urban planning, effect directly value of city contribution, which is price of land. But now, the land as the very important part of government's profit, so the economic returns of land inverse function about urban planning, so influent the draft. This asks us to change traditional concepts and methods of urban planning systems, and to analysis the land market according to the market economy, especially, to enhance research about land market how to affect the land price. So we can be concerned about both methodical urban planning and government's profit, which are reasonable land economic returns.Based on the land rent theory as a pointcut, Combined with the actual situation of Kunming mainly start the point of view from urban planning, this essay discussed13item planning factors influence on Urban construction land price,13item planning factors include the regional function, traffic, space structure and environment, regional population, supporting facilities, land usage, plot ratio, building density, green ratio, building height limit, land leveling, occupied area, Plot shape. And from the idea of planning conditions of the dominant factor of the level of land prices assume in the case of the same political, macroeconomic, monetary policy, tax rates and other factors. Through The Selection Appropriate Cases, be based on Market Comparable Method, applied the variable weighting method to fuzzy comprehensive evaluation, improved the traditional Weighting method, achieved more precise way to evaluate the land price. demonstrated that start from the point view of Urban Planning,under certain condition, the Market Comparable Method is feasibility. And come to a conclusion:planning conditions similar, plot mu price was close to; planning condition is different, the planning better plot mu prices higher than poor plot. Conclusions shows that unban planting have an important influence on urban land price level. It made a theoretical study about city's new development model of "Urban planning is the first step, from urban planning to control land prices, and land prices, in turn, optimize the urban planning".
