Study On The Ecological Compensation Mechanism Of Dahuofang Reservoir And Valley Areas

With the burgeoning of the economic development of our country,the environment of ecological resources,is faced with tremendous stess,valley as a system,the upstream basin areas sacrifice their own interests for protecting the ecological security of valley and sustainable utilization of water resources, consequently, how to balance the membership between the use of water resource and the investment on environmental protection has become an imperative issue, as a lasting effective solution, ecological compensation accelerates the sustainable development of valley urgently.The paper takes Dahuofang Reservoir and Valley Areas as the study area,on the basis of analysing the conceps and theories of ecological compensation,references the practice experience about ecological compensation of valley in our country and other countries.According to the social status and the problems of the ecological protection and construction of valley in study area,the paper designs the ecological compensation mechanism framework for the needs of social development initially.The major contents and research are as follows:(1)The paper confirms subjects,objects and ways of the ecological compensation in Dahuofang Reservoir,and poses the calculating method of ecological compensantion standards by the influence of Dahuofang Reservoir affects the river ecosystem service fundations.It establishes the evaluation system in the assessment way of economic value,calculates the weight of evaluation system by the fuzz analytical hierarchy process,and takes 2009 as the evaluation-base year,assesses nine impacts and of Dahuofang Rwservoir on the river ecosystem service functions.The results demonstrate that providing water and flood storage are the essential functions of Dauofang Reservoir,their respective functional value of the year is 445.572×10~6 yuan and 300.000×10~6 yuan;the total value of six positive impacts of the year is 788.256×10~6 yuan.Sedimentation accumulation is a essential negative impact,whose loss value of the year is 314.160×10~6 yuan.Reservoir occupying and Rwservoir inundation are also negative impacts that can not be ignored,and the total value of the three negative impacts of the year is 429.411×10~6 yuan.(2)On the basis of analyzing basic theory and main content of ecological compensation,considering the realities of Dahuofang Reservoir,the paper discusses the sharing and distrbution of compensative funds carefully,confirms that ShenYang and FuShun should pay the funds,because they are benefited,and the three protection countries of FuShun,XinBin and QingYuan those are backward relatively should be paid.While studyding the payment of compensative funds,considering the profit level,the willingness and ability to pay of ShenYang and FuShun,the paper calculates the compensation rates of the two cities,the results are 0.6550 and 0.3450, the two cities should pay 281.264×10~6 yuan and 148.147×10~6 yuan; While studying the distribution of compensative funds,considering the surface area of valley and the water in reservoir,the distribution rates of the three country towns those are calculated are 0.0782,0.4379 and 0.4840,and the three country towns should be paid 33.580×10~6 yuan,188.039×10~6 yuan and 207.792×10~6 yuan.(3)The paper consults other successful experience,concludes the appropriate compensation measures in the light of the negative impacts that Dahuofang Reservoir causes,and FAHP is used to research the relative importance of these measure,this method provides reference information for the allocation of resources and the implementation of compensation measures.
