Study On Prevention Measures Of Waste Pollution In China's Rural Areas

The central government has put forward five basic requirements and overall objectives of building a new socialist countryside, which are"the development of production, affluent life, civilization, clean and tidy villages and democratic management". With the rapid development of rural economy, people's living standard has been greatly improved. However, because we ignore rural waste pollution treatment, the rural sanitary environment hasn't been improved instead with a tendency to get worse. In recent years, rural household waste has become a general problem in most of the villages in China, which not only affects clean and tidy of villages, but also seriously affects the life quality of farmers. The problem has attracted attentions from farmers and people from all circles of life. Currently, rural waste has become the most urgent environmental problem in rural areas.The current situation of household waste in China has many problems, including lack attention from the masses and collective, untimely removal, unsanitary transportation, unscientific treatment, non-standard recovery absence of government and lack of funding. All these cause increasingly serious problems to the rural waste. Therefore, it is imperative to re-construct the management system of household waste and perfect the system of waste pollution prevention in rural areas in China based on rural realities and learning advanced experience from developed countries in the management and legislation of household waste. First of all, we should establish management system corresponding to the market economy, definitude government functions, create a good market order, give great impetus to the urban and rural integration, industrialization and privatization of rural waste treatment, implement waste charge system and encourage the public to participate in it. Secondly, we should do more to promote and broadcast the scientific and healthy life concept, develop circular economy, implement the principles of rural waste reduction, freetreatment and recycling and combine the methods of village collecting the waste, town transporting and landfilling the waste and the county making waste treatment. So we can thoroughly solve the problem of waste pollution in rural areas. Of course, the settle of waste pollution problems in rural areas needs financial support at all levels of government, the overall planning of relevant departments and the participation of farmers to establish effective long-term management mechanisms with mass support and actively participation and to improve operability of waste pollution treatment. Throughout the process of building the new countryside, we should pay attention to the problem of waste pollution and go into action as soon as possible.
