The Analysis On The Problems And Countermeasures Of The Integration Of Urban And Rural Environmental Sanitation ——Taking Zichuan District Of Zibo As An Example

The integration of urban and rural environmental sanitation is an important aspect of the construction of ecological civilization,an important way to realize the overall the development of urban and rural areas,an important link to improve the quality of life of the masses,and an important guarantee for the happiness and sense of gain of the masses.The CPC Central Committee and the State Council have always attached great importance to the three rural issues.Since the 18th National Congress of the Communist Party of China,the CPC Central Committee has taken solving the three rural issues as the key link and the top priority of all work,while taking the urban and rural development as an effective way to solve the three rural issues.General Secretary Xi Jinping has made important instructions on improving the rural residential environment.Speeding up the implementation of urban and rural sanitation integration is a major decision-making and deployment to benefit the people,which was made by Zichuan District of Zibo City under the new historical conditions,combined with the unified deployment of the whole province and the local reality.It also provides an useful attempt,an active exploration and important reference for solving a series of problems in the process of promoting the integration of urban and rural sanitation in the whole province.The integration of urban and rural sanitation is related to the overall situation of economic and social development,the image and position of the Party in the people’s mind,as well as the happiness and satisfaction of the people.Zichuan District has initially explored a new way of "government supervision and market operation",which is characterized by the reduction of the total amount of garbage,the recycling of resources,the ultimate goal of management,the moderate amount of investment and significant social benefits,while taking the integration of urban and rural sanitation as the key to promote ecological civilization,rural construction and implement the strategy of rural revitalization,taking the satisfaction of the people as the primary standard to test the effectiveness of the work,and taking the market-oriented operation as the key guided by the innovation of the system and mechanism.In recent years,the capacity of harmless treatment of domestic garbage and the satisfaction of the masses have been continuously improved.This thesis mainly uses the methods of literature research,case analysis,statistical analysis and interdisciplinary research to analyze the existing problems and causes of the current urban-rural integration of sanitation.It puts forward that there are six main factors restricting the integration of urban-rural sanitation,including the restriction of system andmechanism,the backwardness of ideas,the difference of urban-rural development,the outmoded means and methods,the asymmetry of information,and the lack of regulation and so on.Through carrying out targeted case studies,it put forward some relevant countermeasures to provide important reference for the next step of urban-rural integration of sanitation,such as to speed up the construction of intelligent sanitation supervision and management platform,to promote the sharing of environmental protection information,to broaden data collection and processing channels,to change the role of the government,to build a rural environmental policy system,to promote the public active participation mechanism,to reform the status and role of functional departments,to adjust the profit model,and to extend up and down Tourism industry chain.
