With regard to the harsh environment in underground, this paper gives a method of designing a downhole tools of flooding in the test system to evaluate the performance of the work the packer and other tools so that it reduces the downhole tools to facilitate the insecurity factors. The system is capable of downhole tools as a whole or its seals for high pressure high temperature test.The paper research and design the pressure control systems, the pipeline of the size and material have been calculated and selected, have analyzed the effect of the rise of the pressure of the pipeline and the control system. According to the customer's design requirements, we have calculated the various components of the hydraulic lines and calculated selection by analyzing. The DAQ card and the methods for signal acquisition system was set by analyzing the DAQ system. The overall of the hydraulic system have been designed and analyzed. We have carried on the virtual work to the system work condition by Lab VIEW software, and verified the hydraulic control system by experiments.The test system meets the requirements of design specifications by verifying it. During the normal operation, the entire system's pressure maintained at±0.5% accuracy, the controlling pressure fluctuations of±1%, the error of the fluctuation is in the allowed range. The system is made for the offshore oil fields, which can simulate the harsh conditions of high temperature and pressure in laboratory, and solve the practical problems of the downhole tools.
