In recent years, Oil production accidents have often occurred, they urgently want to have an emergency command system to help dispatcher to deal with oil production accidents. Currently, most production emergency command system is built using GIS as platform. However, these systems do not have intelligent fault diagnosis functions and decision-making analysis. Contingency plans are given by the artificial rule of thumb, with some limitations, and real-time can not be guaranteed. To solve this problem, this paper propose an idea that expert system combined with the emergency command system, modular expert system and embedded it into system, design and achieve oil production emergency command system with GIS.First, under the circumstances of the incident field, establish the rule base and organic classification the rule base. To address the phenomenon of field incidents described are incomplete, imprecise reasoning of the uncertainly problem, this paper presents a comparison with weighted reliability factor reasoning model(CCWR), the model of reasoning is to use a single weight of evidence compared with the comparison factor, and qualified by adding evidence to determine the number of conclusions are justified. When the characterization of the phenomenon of the accident is large, the application of this method reduces the credibility of the evidence combination of routine calculating process, making the inference time is improved. Meanwhile, the CCWR reasoning is applied to the inference and design of the fault diagnosis module and the decision analysis module is completed.Second, using ArcMap software, the network of oil well location maps and oil field power figure was drawn, using Sketchup software to make three-dimensional modeling for station device. Two-dimensional and three-dimensional map provide data preparation for the realization of advanced features of the systemFinally, design and implement field production emergency command system by database technology, geometrical network analysis techniques and topological analysis of GIS. The system's main features include: point positioning accident, information of accidents query, the point of failure associated equipment automatic search and other functions. Point of failure associated equipment automatic search function is divided into two-dimensional search and three-dimensional search. In the two-dimensional map, search function analysis using geometric network tracing technology. In the three-dimensional map, proposed a search method based on property, through the introduction of database technology, increase related field in three-dimensional model, and then integration spatial analysis and highlight techniques of GIS to displayed founded model.Expert systems and emergency command system integration making the system both play a powerful geographic information system data management and spatial analysis capabilities and also make judgments of accident expert reasoning, given a reasonable contingency plans. The system provides barrier preservation for the production of oil deal with unexpected incidents.
