Electric power industry is one of the strategic pillar industries that are closely related to the national economy and the people's livelihood, meanwhile it is an important force that supports social and economic development and promotes the progress of human civilization. As the continued and steady growth of China's economy, the pressure of resources and environment is increasing. The resource endowments of our country determine the dominant of thermal power industry in the power generation in a long time, which will play a vital role on achieving the targets of energy-saving and carbon-reduction and actively responding to the climate change.Objective and fair evaluation on the environmental efficiency of thermal power industry to achieve the coordinated and sustainable development of resources and environment, as well as scientific and reasonable analyze on the conflict in the environmental monitoring in order to establish effective environmental monitoring system to ensure the improvement of the environmental efficiency, which play a theoretical and practical significance on China's green and low-carbon development of thermal power industry.This dissertation firstly analyzed in four areas that are energy industry, power construction, power structure and thermal power industry, then summarized the science path of green and harmonious development in China's electric power industry.Secondly, based on the SBM-DEA model considering undesirable outputs, the dissertation had a static evaluation on environmental efficiency of thermal power industry of China's 30 provinces (except Tibet) with carbon dioxide emissions and other undesirable outputs into the evaluation system from 2005 to 2009. Followed by an empirical example of 2008, the dissertation discussed the dual prices of input-output index and analyzed to find out key factors that impacted the environmental efficiency of thermal power industry as well as the effectiveness of energy-saving and carbon-saving policy measures, which pointed out the direction of optimizing the allocation of power resources and focusing on regional coordinating development.Then, based on SBM window analysis considering undesirable outputs, the dissertation studied the dynamic environmental efficiency of thermal power industry. Through analyzing the dynamic changes of environmental efficiency in various provinces (municipalities and autonomous regions) and comparing the environmental efficiency trend of eastern, central and western regions with the national overall efficiency, it played an important role in guiding the direction in the investment of power construction, allocating of emission quotas and improving the environmental efficiency in the future.Finally, taking a complete ration and limited ration for the precondition separately, the dissertation analyzed the conflict of thermal power firm and environmental monitoring department with dual-matrix decision-making and evolution game. The study took a comparative analysis of the balanced state and evolution steady situation, which laid the foundation of enforcing the unified and coordinated environmental monitoring system in the future.
