In recent years, with the population explosion, rapid economic development, and urbanization accelerated process, the lakes face serious eutrophication threats. Based on the research of water environment carrying capacity in lake, finding a coordinated and healthy economic development model of sustainable development is the primary means of Lake Eutrophication. In this paper, through the understanding of water environment issues in Fuxian Lake Basin, we established watershed system dynamics model to adjust the industrial structure, set different development scenarios. Finally, we provide advice and recommendations for the socio-economic development in Fuxian Lake Basin.Water body has been seriously polluted by agricultural non-point source pollution, which is also the major source of Lake Eutrophication and deterioration of water quality. With the consideration of agricultural allocation of water environment capacity, agricultural non-point pollution reduction and food security, a system dynamics model (SD) of agricultural structure optimization in Fuxian lake basin was proposed in this study. Two kinds of development schemas were designed for simulation, including inertia development and goal-oriented development. The results indicated that: Goal-oriented development schema could effectively reduce the lake input pollutants. The reduction amount of TN and TP from goal-oriented development schema were 221.45 and 24.74t/a, which were lower than the permission of agricultural allocation. The optimal results demonstrated that green organic eco-agriculture should be highly recommended to form agricultural tourism and leisure industry in Fuxian lake basin, and centralized breeding plots need to be established with three-dimensional model of eco-farm livestock and poultry.Because of the form of industrial economy in Fuxian Lake Basin is phosphate hill and phosphorus chemical, which brought serious pollution of phosphorus to the lake, we must take measures to prevent pollution of Fuxian Lake. Based on the water environmental carrying capacity, developing the potential of tourism development in watershed is an important issue which the local government needs to consider. Therefore, in this paper, we established the system dynamics model of watershed industry and tourism economic development strategy, considering the COD, TN and TP of three pollutant indicators, setting development programs such as inertia development program, total nitrogen control program and total phosphorus control program, through the comparative analysis of the three programs, we give the advices on the industrial development and tourism development.
