After the 1960s, in the face of increasingly serious, global environmental problems, human pay more and more attention to protecting environment with the economy. How to optimize economic development and envrionmental protection to reach socio-economic harmony has become an important issue of the current enviro-eco research.The relationship of socio-economic development and water environment in Chaohu Lake Basin has been studied, with the EKC curve, the relationship between per capita GDP and industrial wastes and the water environment capacity. With the water environment capacity, exploitable water resources and other socio-economic conditions as constraints, an uncertainty multi-objective planning model was constructed, to guide social and economic sustainable development of the Chaohu Lake basin, and provide scientific information to local decision makers.The contents and conclusion of this thesis are as follows:(1) The economy and the status of water environment in the basin had been analyzed on the basis of the data in Yearbook, various planning reports, environmental bulletins. The main problems of the watershed environment-economic systems was clarified.(2) Comparison of the socio-economic and environmental data in linear trend growth scenario providing the scientific forecast of emissions with economic development in the basin, provided parameters to construction of multi-objective optimization. In 2020, discharge of waste water would reach 508670000t, TP would be 1973.9t, TN 19181.0t, COD 87509.9t.(3) The water environmental capacity of the Chaohu Lake were calculated after depending on the hydrological data. The remaining capacity was obtained by comparing with pollutants loading into the lake in the basin. The Water environmental capacity for COD was 116141.18 t/a, for TN, TP was 13022.98 t/a and1320.69 t/a respectively. There was 60801.6 t/a spare capacity for COD, the water environmental capacity for TN, TP exceed the water environmental capacity.(4) With the Kuznets curve, studied the per capita GDP and the industrial wastes in the basin, and the relationship between economic development and industrial wastes was obtained. Wastewater discharge accorded with the inverted U-curve characteristics, inflexion point occurred while the per capita GDP was 9523.5 yuan, between 2003 and 2004, the other two were still in rising phase.(5) Constructed Environmental Economic Development Construction Inexact Multi-objective Mix Integral Programming(IMOMIP), in constraints of the water environment capacity, supplemented by water resource and capital constraints, and used ODTL interpretation to solutied interactive multi-objective model, Chaohu Lake Basin rational economic structure, pollutant emissions allocation, water allocation and land use distribution were obtained.
