A Research On The Construction Of Public Coordination Mechanism Under Safety Governance Of Urban Environment

In the process of rapid urbanization, the issue of Chinese urban environment has been deteriorating and become a challenge to the security of the survival and development of urban society. Urban environmental security events happening frequently and the phenomena like conflicts, dialogue and cooperation between the government and the public have demonstrated that uplifting the issue of environmental security to the strategic development height so as to propelling a multiple subjects managing system of public participation is the necessary option of solving the current urban security dilemma. During the reforming, building up a coordinating mechanism between the government and the public to make an efficient and orderly public participation is a feasible way to achieve the good governance of urban environmental security management.A multiple subject cooperation management on urban environmental security means constructing an interactive mechanism as well as re-scrutinizing and re-positioning the relationship among multiple subjects. Under the new governance framework, the public is no longer the object of governing and controlling, nor passive consumers of public facilities. They actively and fairly take part in the governance of urban environmental security. The government, besides taking suggestions from a broader realm and responding to the requirement of the public, should achieve a good governance of urban environmental security by stepping up its own capability, renovating its institutional construction and absorbing both the civil intelligence and power with a more open, more flexible and more efficient operating system. Henceforward, propelling public participation to achieve the cooperation governance between the government and the public is a complicated systematic project rather than ideological transformation. Nowadays, the conditions for a perfect mechanism of public participation governance are far from well ready. On such a reality, while keeping on giving full play to the government leading role, the following sections, such as to construct a system which guides and coordinates the public participation and to execute gradual reformations on government function transiting and public society cultivating oriented at a good governance on environmental security, are of more practical significance. Public participation in environmental security started very early in China. In this field, the openness and tolerance of the government, some certain legal support and the soaring requirement of public participation have ended up with many successful cases on urban environmental security. A good interaction between the government and the public on practical level has provided not only an inspiring future, but also precious experience and enlightenment for building up a public participating mechanism on urban environmental security. Among many of the successful cases in China, the new and active measures taken by local governments of city on public participation of environmental security, have given crucial enlightenments to the construction of a public coordinating mechanism covering prevailing, emergency reacting and full recovering on urban environmental security. On the basis of that case, this thesis tries to build up a systematic coordinating mechanism between the government and public, which covers government informing system, dialogue system, public organizing and directing system and public incentive and atoning system so as to reach the goal of joint good governance between the public and the government on urban environmental security.
