At the same time, we also scrapped a lot. Now, our country has entered the peak time of electronics scrap,and a large number of foreign electronic waste has come in. Therefore, we are facing the dilemma about the sources of electronic waste which is internal and external'. In addition, it is a severe test for us to solve the problem about recycling system, because it has been in a state of disorder. In order to protect the environment, save the resources, and promote the development of circular economy, we must improve the legal system of electronic waste recycling. That is the request for Scientific Concept of Development.This article explained legal systems of Europe, America, Germany, Japan and other developed countries and regions, summarized the useful methods about how to manage the electronic waste in our country;It then analyzed the situation of our electronic waste recycling, in order to find out the shortages;After that,it pointed out the theoretical support from the theory of sustainable development,environmental rights and circular economy;At last,it analyzed how to improve our legal system about electronic waste recycling,discussed the better way ,in order to benefit the system construction.This according to "ask questions - of the problem - to solve the problem," the idea of comparative analysis of e-waste recycling in China to explore the legal system, the article is divided into five parts:The first part is the introduction, the analysis of the background of electronic waste, introduced e-waste recycling and processing of the purpose and significance。The second part is the status of e-waste recycling analysis, defines the concept of electronic waste, clarified the meaning and types of electronic waste, and analyzes a large quantity of electronic waste, resources, complexity and other characteristics, listed improper handling of electronic waste recycling potential hazards。The third part is the analysis of the electronic waste recycling and processing of the legislative situation. The fourth section describes the e-waste recycling and processing of foreign legal systems. Europe, America, Germany and Japan and other countries have paid high attention to electronic waste; have electronic waste recycling legislation construct a legal system, a reference for many places worthy of our country.
