Based on the land use/cover data that obtained from three times remote sensing images of five sub-regions and seven counties in Fuzhou between 1994-2006, a variety of indexes and models that reflect land use/cover change (LUCC) were applied, the coefficient of producting food price to per unit regional farmland and the coefficient of regional service payment were introduced, and the personalized model for evaluating the value of ecosystem service was established. Then, this study analysed the LUCC and its ecological effect of the overall, as well as under the constraint of different elevation conditions The results show that: 1) The land use/cover had changed largely in the period of 1994-2006: forest land, cultivated land and unused land had decreased, and other types had increased. The main transfer characteristics were: the forest land had converted into cultivated land, grassland and garden land, and cultivated land had converted into construction land and forest land. The single dynamic degrees of unused land and construction land were the largest; the integrated dynamic degree in the latter period (2001-2006) were larger than the former period (1994-2006). The degree indexes of land use had rised slightly. The value of ecosystem services had increased largely. The indexes of ecological effect to LUCC had decreased while the modulus of it had increased.2) From the angle of elevation, the change of the cultivated land, construction land and unused land concentrated in the first level; the change of garden land concentrated in the fourth, fifth level; the change of water area and grassland concentrated in the third, second level; the change of forest land concentrated in the first, third, fourth level. The comprehensive indexes to land use had decreased gradually with the elevation level rised. The ecosystem service value had increased in all elevation levels because of LUCC. The indexes and the modulus of ecological effect to LUCC had reduced with the elevation level rised. Compared with the former period, the indexes in all elevation levels had reduced, while the modulus in the lower levels had increased and in the higher levels had reduced in the latter period.
