Study On Environmental Protection Laws Of National Scenic Area Based On The Songshan Scenic Area

At present, with the intensified reform and opening up and increasing cultural exchanges, the rapid development of tourism industry has undoubtly become one of the main exchange platforms. By virtue of its rich cultural heritage, unique historic buildings and beautiful natural scenery, Songshan Scenic Area has attracted domestic and foreign scholars and tourists. On August 1st, 2010 the"Into the Heaven and the Earth"in Dengfeng Henan was successfully included in the "World Heritage List" at the 34th World Heritage Conference. Songshan Scenic Area become the focus of attention. The success of the heritage application not only confirmed the history and cultural status of Songshan Scenic Area, but also proposes new demands and chanllages of environmental protection.The national call and updated new policies has helped the cause of China's scenic area. However, floating on the wave of rapid economy development, it is difficult for China to take Scenic area development as a cause and a sign of national development. Scenic area is at the same time a cultural heritage, a spiritual wealth and a economy development mode, there are complicated and unclear relationships in this area. How to distinguish and combine these relationships? How to seek real sustainable development? These problems need legal regulations and constraints. Presently, there are problems of less intension of environmental protection laws and poor laws coordination for scenic area. Consequently, the scenic resources are facing the danger of losing original and historical value, which is extremely unfavorable for the protection and development of scenic areas.In this paper, Songshan Scenic Area is taken as an example to study environmental protection of China's scenic area. In describing its basic theory and combining the specific example of Songshan Scenic Area, this paper analyzes the characteristics, functions and values of scenic area. At the same time, excellent examples and some foreign relevant provisions of Environmental Protection Act are brought for national scenic areas protections. More importantly, through the investigation and analysis of Songshan Scenic area, great attention will be paid on environmental protection of Songshan Scenic Area after the success of world heritage application. To further promote legislative intensity will enrich and strengthen the cultural heritage and natural scenery.
